In an exclusive interview with Shana, Mr. Zirakchianzade said the offer has not been finalized yet but it is supposed the Kuwaiti side welcomes it.
Stating that Iran, Kuwait and Saudi Arabia sharing the Arash oil field, Zirakchianzade said: NIOOC has proposed the idea "participation instead of competition" to develop this and other joint oil and gas fields with the neighboring countries.
Stipulating that Iran has proposed the development, investment, production and management of the Arash oil field to be done jointly, Mr. Zirakchianzade quoted the petroleum minister from its previous meeting with his Kuwaiti counterpart as saying the offer has been welcomed by the Kuwaiti side.
Iran has previously held talks with Oman and UAE respectively for joint development of Hengam and Salman oil fields.
According to Zirakchianzade, participation in development, production and management of the joint oil fields reduces the investment, drilling, exploitation costs and benefits both sides amid increasing the rate of recovery due to joint management of the fields. NIOOC' managing director added this in turn deepen the cultural, social and political relations between the related countries.
He also said better development of joint oil and gas fields with the neighboring countries and concluding the talks requires defining a special national framework.
Elsewhere in his remarks, Mr. Zirakchianzade stressed the necessity of passing efficient and workable laws by the parliament and providing financial resources by the government to develop joint oil and gas fields. Arash is the only joint oil field between Iran and Kuwait.
