OPEC Should Respect Ceiling

TEHRAN Nov 19 (Shana)--On the eve of holding 166th Ministerial Meeting of OPEC in Vienna on November 27 it seems OPEC members should take their commitment to quotas serious and try to remove the surplus from the market.

While OPEC conference is approaching most of the analyses have been focused on two approaches: stabilization of production ceiling on the one hand and cutting production on the other hand.

Even though OPEC members have already reached an agreement on production of 30 million barrels per day but some members have violated the ceiling by oversupply. Secondary sources data show that OPEC has produced 464 thousand barrels above the ceiling in September which has been one of the main reasons behind falling prices.

While removal of 400 thousand barrels of oil from the market as surplus could be a great contribution to stability in the market and keeping under control falling prices, Iraq, Libya and Angola have created surplus in the market respectively by supplying 209, 204 and 29 thousand extra barrels.  

Some analysts are saying if OPEC intends to raise prices to a higher level, it should cut its production by more than 400 thousand barrels per day although OPEC is simultaneously worried about losing its market share.

Shale oil and its rising production is another concern that some OPEC ministers including Bijan Namdar Zanganeh are of the opinion that should be discussed during the 166th meeting.

With just few days remaining to OPEC meeting on November 27, a number of OPEC members have started lobbying, most of them have called for unity in confrontation with current status and falling prices. Meanwhile Saudi Arabia has remained silent about falling oil prices even though it has stated the country is interested in a stable market.
