Kazemi told Shana that mazut production has blocked optimal, economical and profitable production by the country's refineries.
He said his company has put on agenda the projects for qualitative increase in the output and turning mazut into gasoline.
He added that the policies are adopted with respect to the current condition of nine refineries of the country and movement towards making the refining companies profitable.
The official said Isfahan and Arak refineries have been top on the list of the country's refineries in terms of turning mazut into gasoline and other refineries like Bandarabbass, Tehran and Tabriz will follow suit.
Commenting on investment in the refining projects, he said foreign investment and government guarantees are required for any plan to implement refinery development projects in Iran and his company is in talks with related parties for the purpose.
He added that his company welcomes contribution of the Chinese and Japanese parties into the projects. "We welcome presence of the Japanese due to their experience and capital and also the Chinese due to their financial status."
As for the Koreans' bid for contribution to Iranian refining projects, he said, "Our imagination is that to find more money, one should go to Japan and China and Koreans have also asked Japan and banks outside Korea to provide them with loans for the sake of investment."
He said Koreans have voiced willingness to provide licenses and to contribute to the construction work. "However, they are busy negotiating with the Chinese on investment. However, we welcome investment in the refining projects by all the powerful investors."
Elsewhere in his remarks, he said that by the end of the Sixth Five-Year Plan, Iran's mazut production will hit zero point.
