TEHRAN – President Mahmoud Ahmadinejad submitted Irans annual budget bill to parliament on Sunday, outlining the priorities of the draft budget bill for the next Iranian fiscal year of 1385 (to start on March 21, 2006).

The budget calls for Iran to reach self-sufficiency in the oil, gas and petrochemical sectors. It calls on the government to give the priority to investments in these sectors. The budget bill amounts to nearly 629,000 billion rials, showing a 26.7 percent growth compared to previous year. Ahmadinejad said the second priority in the budget bill was "government for all", adding, "We should distribute the country's facilities among all provinces. Government should effectively and transparently pay attention to all parts of the country. "All parts of the country should get developed. The government should focus on rural development as the base for production and the country's economy," IRNA quoted him as saying. The president cited dynamism of the administrative system as another priority of the bill, saying, "Principles and ideals will not be materialized without dynamism and high efficiency. The administrative body should implement programs with the highest potentiality." He said dynamism of the banking system was another priority of the bill, stressing, "Banking system is the driving force of the national economy. This system should move towards goals of the budget and the 20-Year Development Perspective Plan." The government, in its budget bill, also stresses promotion of the nation's all-out presence, he said, adding, "The economic growth envisioned in the bill will not be materialized without the nation's presence in development fields. The government strives to encourage the nation's investment and contribution to development programs. President Ahmadinejad stated that the next year's bill stressed the importance of launching efforts to become self-sufficient in basic products and said, "As we attained self-sufficiency in wheat production through great efforts of the country's sons, we should step up our efforts in connection with other products." He added export-oriented production was among other approaches of the bill and stressed support for exports, low-price facilities and preparing ground for export-related activities. He said the government laid emphasis on delegating state economic activities to the nation and limiting state investment. He cited decreasing unnecessary costs as among other priorities of the government for the next year and said, "We will witness that the growth in current expenses will be lower than the figures predicted for inflation. But we will have an acceptable growth in development sector and basic investment. "Another approach of the next year's bill is support for export of technical and engineering services and workforce. Technical and skilled manpower will be exported through the government's support." The president said objective-oriented subsidy was another priority of the government for the year 1385, saying, "Studies have been conducted in this regard during recent months. The government consulted with Majlis thoroughly and decision will be made in this regard." He noted that encouragement of foreign investment was another goal of the government, saying, "This also includes investment of Iranian nationals living abroad who have expressed their willingness to this effect." Ahmadinejad stated that his government stressed the need to become self-sufficient in oil, gas and petrochemical industries." He further said making optima use of energy has been stressed in the budget bill, adding, "The government stresses the need for development of indigenous sciences, conduction of useful research, settlement of problems and developing the talents of the youth.
