TEHRAN - Supreme National Security Council (SNSC) Secretary General Ali Larijani said here on Friday that China believes the European Union should not take a hasty approach toward the nuclear issue and should allow it to be resolved in a professional and technical manner at the International Atomic Energy Agency (IAEA).

Speaking to reporters upon arriving from a one-day visit to China, he said, "Beijing favors moving toward a peaceful path and constructive dialogue, which is a logical and appropriate stance, since any hasty approach or illogical behavior would lead to an unfavorable situation in the region." Larijani noted that during his stay in China talks were held on economic, political, and particularly nuclear cooperation. Iran's top nuclear negotiator stated that Moscow's proposal to enrich Iran's uranium on Russian soil does not fully meet Iran's energy needs. He said that the Russian proposal has a certain potential, but this potential is not sufficient for Iran's nuclear technology. "The plan can be considered as part of a package. We cannot call it a negative plan and believe it can be studied and completed," Larijani said. He added that Iran has held one round of talks with the Russians and will hold a second round soon. Larijani pointed to Iran's continuous cooperation with the IAEA, saying that the country's efforts to respond to the agency's questions within the framework of international law are meant to clear up all ambiguities in regard to the Iranian nuclear program. Turning to his talks with IAEA Director General Mohamed ElBaradei, he said that ElBaradei had cited several ambiguities concerning Iran's nuclear program and that Iran had announced its readiness to cooperate with the IAEA, receiving the agency's inspectors and afterwards IAEA Deputy Director General Olli Heinonen. "As a member of the IAEA, we fulfill our duties and expect to attain our rights." Larijani went on to say that there are many countries that Iran is planning to hold nuclear talks with, including members of the Non-Aligned Movement (NAM). He noted that Iran has a clear, logical, and transparent nuclear policy, adding that the country's diplomatic negotiations with other countries can help resolve the nuclear issue. Iran seeks peaceful technology posing no threat to anyone, but will not renounce its rights, he said. SNSC secretary censures U.S. behavior Talking to a CNN reporter on Thursday, Larijani criticized the behavior of the United States, IRNA reported. He said that the criticism of China for its support of Iran is the outcome of the United States' bullying. "Neither Iran nor China has broken the law," he added. "Iran is a member of the IAEA and a signatory to the nuclear Non-Proliferation Treaty (NPT). Therefore, we have to enjoy our rights. "Iran has resumed its nuclear research on a very limited scale and the IAEA inspectors are supervising the process." Larijani said the main question is whether the clamor raised by the U.S. and some of its allies is logical. Asked about the lack of confidence between Iran and the EU as negotiating partners, he said, "Iran has held negotiations with Europe for two and a half years and has voluntarily suspended its nuclear activities, but we got no result. Now we have no confidence." On Iran's reaction to the U.S. measures, he explained, "Tehran has a scenario for every event. If they adopt a peaceful approach, we can resolve the misunderstandings. However, if they behave illogically, we will act in a different way." Larijani warned that the U.S. would have much trouble if it chose a military option to try to resolve the dispute over Iran's nuclear program. "We respect the American people and I believe they have the right to know why the U.S. administration causes them such problems.
